Formerly named as the Asean Sheffield Medical College, the project is a joint venture between the state government and a few public listed companies together with Sheffield University, UK, to provide a twinning medical degree programme.

The 3 storey building is designed to have a skylight spine that runs linear through the building flanked by the classrooms and laboratories on the either side. The Moorish architecture portrays the old governmental institutions of the 50s and 60s that aptly reflects the assimilations of architecture of the East and West and the Old and New.
